Not sure what you mean. OPA has it's own mail server and it costs nothing to mail the newsletters.

Not really. The $30,000 is a budget item. I believe the idea was to prepare a request for bids detailing what OPA wants and then send out for bids. The ultimate cost would, in large measure, depend on what OPA wanted in the request for bids.

I'm not sure if one of the template-style designs one can find on the web would truly suit OPA; one might. However, I believe OPA is large enough to have a custom, database-driven web site, and it should be on an in-house server. With any site, custom or cookie-cutter, it only has value if someone is keeping it up to date on almost a daily basis.
