Section 5: OPA Board Subject: First Things First Msg# 166945

I'm a bit of a packrat when it comes to newspapers, news releases, etc. Just came on a "Worcester County Commissioners Report" of October 19,2004 written by Tom Cetola and distributed at an OPA Board meeting around that time. In it Cetola states: "Ocean Pines ratepayers will not bear the cost of any development or failing systems along Route 589 regardless of President Stachurski's comments regarding Phase One of the proposed greater service area. It has always been the policy of the County Commissioners that developers pay all costs regardless of where the wastewater facility is located. This is still true for all development including Pennington Commons and Bay Point Plantation. There are no tricks in actual negotiations with developers that may occur. The legal requirements are very clear and not up for negotiation as stated by the General Manager." Cetola then goes on to chide Dan Stachurski and Dave Ferguson, writing: "There is a lack of information on the part of the President and General Manager and before they are quoted in the press, they should have all the information that is available to them and all this information is available." Those written statements were made on October 19, 2004. Now let's fast forward to the recent public hearing in which four commissioners, including Cetola, voted to bring in Pennington Commons without requiring the developer to pay ALL costs possibly associated with doing so. Cetola's vote was in direction contradiction to his own words stating the developers would pay ALL costs associated with bringing them into the Ocean Pines system. His vote also absolutely confirmed that Dan Stachurski and Dave Ferguson were perfectly on target when they worried about fair financial treatment for the people of Ocean Pines. |

For reference, the above message is a reply to a message where: In the end the Commissioners rejected the notion of protecting people in Ocean Pines; in the end it was all about the lawyers and the money - our money, the developers's lawyers. I'm sorry, Joe, but I don't buy your flip characterization that this whole thing is about nothing more than more than lawyers and money. Reasonable minds can disagree concerning important matters such as this. I think that all seven commissioners based their vote on what they feel is in the best interest of Worcester County, and I think you do a disservice to your readership, and the debate, by suggesting otherwise. More on this later . . . I have to go to OC for a long run . . . Later . . .
