I seem to recall one study where "outside experts" were hired to look at drainage and water accumulations in OP. Among the things they recommended were some sort of holes or dry wells or gravel filled pits would be dug, for the purpose of absorbing excessive rainwater.  Nothing was ever done, if I recall correctly.  But $$$ went out the door, for naught, for the study.

I think perhaps the enclosed pool fiasco is partly the result of some study or survey. And we know the financial drag that's been on the community resources.   Seems it converted earlier "profits" from aquatics into big annual $$ losses for OP. 

I'm sensing that similar potential costs in $$ of expenses could result from this latest study.

Joe you've likely got many more examples you can recall.  Could you mention a few?
