The following year HB 1553 was passed and that gave 10% of the combined total of all impact funds coming to the county overall to OPA. Since OPA was not a municipality or a government, the law specified different spending option for OPA than the original bill. Perhaps you are confused between the spending options between the two bills and the difference between a government entity and a private corporation such as our HOA. We were darn lucky to get that money as an HOA and Mathias and Conway were the primary legislators who pushed it through.

Since you say the you actually read the bill but could not find the reference to how OPA must spend its funds or what restrictions there are on OPA's use of the money, here is the link to the bill as signed by the governor:

You will note, near the very end it states:

(4) NOTWITHSTANDING § 9–1A–31 OF THE STATE GOVERNMENT
ARTICLE, 10% TO THE OCEAN PINES ASSOCIATION TO BE USED FOR A
SPECIFIED PUBLIC INFRASTRUCTURE PURPOSE.
