Good reply; however, when I read the permissible uses of the funds, It included everything from paying of debt, utilities, parks, golf courses; economical development districts in Baltimore...low income housing.
Perhaps, without initial objection, Our Representatives, and The Democratic controlled legislature, were not concerned on the impact to Ocean Pines, because of OP large conservative voter base..?? Of all the jurisdictions getting impact fees, Only, OP was limited to INFRASTRUCTURE...Who agreed to that... I believe that OP may have equal or more full time residents, then O.C., and yet they get more impact funding, although located on the other side of the Bay.. It seems to me that we could have used the funds for many other ongoing needs in Ocean Pines, other then bridges and roads, etc., Had Wor. County had disbursement authority over the funds, I believe that OP may have faired better.... Water under the bridge...! |

For reference, the above message is a reply to a message where: Jim, the limitations on how the money can be spent were originally spelled out for all areas of the state in the 2008 legislation that created the local impact funds as a part of the entire lottery bill. For impact funds related to The Casino at Ocean Downs the legislation did not include Ocean Pines -- only Worcester County, Ocean City, and Berlin. The following year HB 1553 was passed and that gave 10% of the combined total of all impact funds coming to the county overall to OPA. Since OPA was not a municipality or a government, the law specified different spending option for OPA than the original bill. Perhaps you are confused between the spending options between the two bills and the difference between a government entity and a private corporation such as our HOA. We were darn lucky to get that money as an HOA and Mathias and Conway were the primary legislators who pushed it through. Since you say the you actually read the bill but could not find the reference to how OPA must spend its funds or what restrictions there are on OPA's use of the money, here is the link to the bill as signed by the governor: You will note, near the very end it states: (4) NOTWITHSTANDING § 9–1A–31 OF THE STATE GOVERNMENT Do you have any further questions or issues? |
