OPA, rubbing hands saying 'Oh boy, Oh boy let's get ours' is not the same as dragging a $100-dollar bill through a Trailer Park. In all probability, the folks in the Trailer Park HONESTLY need the money to meet their obligations.

For reference, the above message is a reply to a message where: What would be the consequences if a small neighborhood charitable group took falsified documents to United Way or Catholic Charities and was awarded $300,000, and the transaction was publicized? I suspect the effluent would hit the ceiling fan in many of the organizations that requested aid, from either of the aforementioned charities, and were refused that aid.
