My point is, and I remember that it was made repeatedly on the Forum, was that this was a mistake and a cover up by a County employee. And it went undetected either visually or through periodic effluent checks, if they were done. OPA shouldn't have to pay the penalty.

For reference, the above message is a reply to a message where: Certainly, the rake issue was brought to public attention. Are you gonna blame the County because of some mistake a laborer made and never told anyone? Or am I missing your point? |
