As I said in my original post, Chip argued for OPA ratepayers with the outside commissioners and lost. It was a County laborer who didn't fess up and County workers that didn't catch the mistake or the resultant decrease in effluent quality, as they should have. That quality should be tested weekly if not more frequently

Fairness dictated that the County should have shouldered the cost. The fact that they stepped up for another system just rubs salt in the original wound.
