If we don't have a decision on the future use of that building, we don't know what it would cost to improve that building to perform that purpose.

What purpose?  Does anyone have any idea what purpose the community hall will serve when, and if, a new CC is built?  Absolutely not.

To say we won't or can't vote on the new CC until we know what is to become of the old community hall is pure folly.

If the purpose of the old community hall is all that is stopping people from voting, we can have the BOD makeup something just to satisfy those who are so concerned.  Maybe they can say we'll fix the roof and turn the community hall into more meeting space.
