Nancy, I agree with you. As I just responded to Joe, I threw the question out to perhaps get a broader discussion on how OP can gain more control of its own destiny. I totally agree with your statement that the real power is with the planning board. The real power rests in the comprehensive plan which should delinate where, how and when the county intends to develop. Before moving here last July, I was a Planning Commissioner in Leesburg, Virginia. As you may know, its the largest town in the state and is the county seat of the fastest growing county in the nation. VA though uses a system of proffers and does not allow impact fees. Thats why the currents residents of Loudoun County are shelling out for five to six new schools (at a cost of $15 to $52 Million each) every year to accomodate future residents. Its also why most of its roads function as excellent parking lots. |

For reference, the above message is a reply to a message where: From BillZ: Two, has there ever been a discussion of giving the 800 pound gorilla some TEETH by becoming aa incorporated town? Hi Bill, I don't think the state of Maryland looks too kindly on the incorporation of more towns. It just complicates life, adds another layer of bureaucracy and a whole other set of salaries to be paid to more public officials. Not a good idea. You still live in a county anyway and that is where the power lies, so why go there? The REAL power is at the Planning Board level. They control the zoning and that is the very most important part of controlling overdevelopment. No one mentions that in OP. Most other counties have impact fees so that a developer cannot just sweep in and expect everything to be done for him. His project will affect schools, roads, sewer and water and other aspects of life. I don't understand why Worcester County does not have that. Does anyone know why? It seems the commissioners here never saw a housing project they didn't like! Beware text ammendments, however. That is a sneaky way of wiggling in a big shopping center overnight before anyone knows what is happening. Montgomery and Prince George's have that evil arrangement. Whoa! Nancy Weber |
