Not true depends upon how restrictive ref is written. Now of course it could be like social security and Medicare where Congress changed the game plan when they saw a pile of cash sitting around or like our current Administration when one was elected because many wanted change but few asked how he envision changed.
all i am saying is be careful what we ask for. As we might just get it and there could be significant costs associated with it |
