Marty, I suspect you and I are fairly close in our thinking about much of the budget.
However, OPA has been doing road paving, even after the downturn in state funds, and I believe the current proposed budget has some road paving work in it. Adding the $314,000 will not result in any more road paving in the coming fiscal year. Nor will adding $350,000 for golf drainage result in any golf drainage work being done in the next fiscal year. Thus, $664,000 would be added to the assessment for work to be done at some unknown future date. So, you say you are eliminating $1 million that would have been in the 5-year plan funding part of the assessment for future projects, but then add back $664,000 for future projects that will not be done in fiscal 2015-2016. Bill me when OPA actually needs the money; don't bill me in advance to sit around in what you have so many times called a slush fund. |

For reference, the above message is a reply to a message where: Joe: My recommendation is to collect our road depreciation in the amount of $314,068 and the estimated cost to do the next phase of golf drainage program in the amount of $350,000. These monies would be placed in the respective existing reserve accounts, both of which are currently in deficit, in order to fund real, existing, and necessary projects. My same recommendation also calls for the elimination of the $1,098,000 5 - year funding plan which is being collected for no approved project and is a true poster child of a " slush fund". Marty |
