When was the last time you looked at the Reserve Summary for OPA? Should we elect to eliminate the $1,098.000 so called 5 - year funding plan the major maintenance and replacement reserve's current balance, as of 12/31/14, is $3,914.927 and would not suffer in any way. However, the current balance in the Road Reserve is only $83,641 and Golf Drainage is showing a deficit of -$642,262. I guess we forgot to call you when we needed the money the last time. As far as slush funds go, I personally believe, although it can be done, that there is far less chance of any board taking money from a dedicated reserve fund other than the good old over funded major maintenance and replacement reserve. For reference, the above message is a reply to a message where: Marty, I suspect you and I are fairly close in our thinking about much of the budget. However, OPA has been doing road paving, even after the downturn in state funds, and I believe the current proposed budget has some road paving work in it. Adding the $314,000 will not result in any more road paving in the coming fiscal year. Nor will adding $350,000 for golf drainage result in any golf drainage work being done in the next fiscal year. Thus, $664,000 would be added to the assessment for work to be done at some unknown future date. So, you say you are eliminating $1 million that would have been in the 5-year plan funding part of the assessment for future projects, but then add back $664,000 for future projects that will not be done in fiscal 2015-2016. Bill me when OPA actually needs the money; don't bill me in advance to sit around in what you have so many times called a slush fund. |
