I'd be more interested in seeing a realistic budget passed after a thorough analysis by the B&F Committee and the BOD. I'm not sure seeing the budget beforehand gives anyone an advantage if the final decisions are made before the budget is even composed. Do any comments made either before or after the approval process really gain any traction? When four members agree what the budget will be it's a done deal.
Face it, the budget process is a farce. It measures one budget against the previous budget, not the previous year's actual results. And the budgeted year's results going forward are then measured against the budget, never against the actual results. A process that scores one year's guesses against the previous year's guesses. The real world rarely intrudes. |
