For programs that require registration; and usually a corresponding payments, residency can be determined and verified. For many of the 'free' events; such as Big Truck Day, Easter Celebration, Halloween, and Movies in the Park, there is no verifiable way to determine residency. As there is no residency requirement for any park access; any and all can visit and use facilities |

For reference, the above message is a reply to a message where: In 2015, there were over 6000 participants in OPA Rec & Parks programs. Skip, if I were on the Rec & Parks advisory committee one of the things I would want to know is the breakdown between property owner participants and those participating outside of the Pines. Are those numbers ever discussed? |
