Jack and Skip:
I really don't know how or exactly when we became the provider of services to non property owners. This is behavior outside of our governing documents. I can certainly use any State park in Maryland because I pay my fair share of taxes, but, why should someone from Snow Hill or Berlin get to use our Ocean Pines parks without any contribution what so ever?
