I pay my fair share of taxes, but, why should someone from Snow Hill or Berlin get to use our Ocean Pines parks without any contribution what so ever?

For reference, the above message is a reply to a message where: Jack and Skip: I really don't know how or exactly when we became the provider of services to non property owners. This is behavior outside of our governing documents. I can certainly use any State park in Maryland because I pay my fair share of taxes, but, why should someone from Snow Hill or Berlin get to use our Ocean Pines parks without any contribution what so ever?
