HOWEVER -- Any corrections of that false information would need to have been made in the same way, in the newspaper[s]  Otherwise would be insufficient. There were none issued to the newspapers.  And that same false information was printed in the ballot enclosures written by the board.

Letters to the editor are available to all, but seems no board folks used such opportunity either. 

Comments in smaller venues are insufficient.  Too little, and/or too late and to smaller audiences.
