Hopefully to help stop this windmill boondoggle? 

When people realize that wind power is intermittent, depending on the threshold wind speed, it seems no wonder the offshore plan is sometimes called a boondoggle.

For example, Texas has the most (land based) wind turbines of any state, yet gets only 28% of its power from wind.  In freezing weather most of its turbines were not turning, several years ago.  

Offshore locations are much more difficult to properly maintain.   Three blades have splintered apart in the last four months, two off the England coast, one near Nantucket.  Quite a task to replace a blade, as long as a football field and mounted hundreds of feet in the air.

Other maintenance, beyond failing blades, are Oil changes.  On average, a wind turbine holds 700 gallons of oil and hydraulic fluid; and these need replacing every 9 to 16 months.  Again its kinda tricky at hundreds of feet high in the air, above the ocean's waves.   Turbine failures can include oil leaks, polluting the water, needed to stay clean, for support of all the marine life.   Oil changing appears quite a task for the more than 100 turbines in the first Ocean City project (later to be doubled).  Thus raising the chances of accidental oil spillage.
