Words have meaning. Agreed, the employees are not employees of the association members. The employees are hired by and work for the Ocean Pines Association, Inc. The GM is the operational person, the Board's only employee you might say, who may hire or delegate hiring of all other employees of the Ocean Pines Association, Inc.

Ultimately, the Board of Directors controls everything, even operations, in the sense that the board can fire the GM.
