11 districts is not gonna fly, gotta be cut down drastically, maybe to 1. What do you mean by the above? I was afraid you'd ask that. 11 districts composed of a paltry 18K users in which the county can simply seize a surplus in one district and apply it to the deficit in another begs the question why not simply bundle all 11 into 1. Channeling the late Mr Criswell I predict that is exactly what will happen. There is a pretty wide disparity hookup wise among these districts. Just consolidate all 11 into one. Or at least combine the smallest ones leaving maybe 4 districts total. |

When all is said and done , OPA comprising 8K of the 18K in all 11 districts will be proportionally, shall we say, encumbered. Not sure what the above means either. Regardless, OP service area, including some areas outside OPA is 10K of 18K total. |
