As for which commissioners, one might assume any who vote to move forward with the "including" referenced above.

Keep in mind, the Commissioners have yet to take any formal action. Depends on what they vote to do when the sewer/water budgets are set in a couple of months. I assume the “threat” is based on some legal provision that the commissioners, while elected, cannot knowingly make laws or take actions that violate laws they are incapable of changing.
