What do you mean by the above? When all is said and done , OPA comprising 8K of the 18K in all 11 districts will be proportionally, shall we say, encumbered. Not sure what the above means either. Regardless, OP service area, including some areas outside OPA is 10K of 18K total. |

For reference, the above message is a reply to a message where: Mr Bright. I like the cut of his jib.
