The only sure way to know would be another referendum.

Not the only sure way.  A referendum will pass or fail based solely on the wording, as in OPA's last experience:

• Do you want OPA to build a $3.9M CC which will cost members nothing.
• Do you want OPA to build a $5.4M + CC.
• Do you want OPA to build a $5.4M + CC which will have to partly financed.

Which one do you think has the best chance of being approved by the membership?  It's all in the wording.

The last referendum, in my opinion, had more to do with a rebuke by the Community to the dismal way the issue was handled by the Board than anything else.

It was defeated for three reasons.  First, a rebuke to the prior BOD on their handling of this project.  Second, a $5.4M + cost.  Third, a $5.4M + cost which also necessitated incurring a financial debt.
