To get back on topic, IMHO the slots revenuewe should accumulate in an account and not be included it in a budget until the next year.  That would work well since that appears to be the way OPA has started.  It would provide the Budget with at least one real number.  My expirence with gambling has taught me that any revenue from that source is extremely volitile.
