Not sure how you'd prevent folks from outside OP from using the parks/playgrounds.
Have you ever rode around to see how many use the parks and playgrounds? Generally speaking, not many. I suspect the vast majority of users are association members or their relatives/guests. One exception is probably the lit ball field up at Manklin Meadows. I expect 80% of those who use it are not from OP. |
