Your response, while of some historical interest, has nothing to do with the issue at hand.

The issue at hand is to what extent the so-called Phase One work for perhaps $800,000 will reduce flooding by any appreciable amount when the project as initially designed cannot be accomplished.

For reference, the above message is a reply to a message where:
Joe here is my take and this will make some people happy and some not so. Section 3 has a terrible defined drainage problem that has been avoided year after year. I remember one particular storm the PW office received over 200 phone calls from that area. I was there over 24 hours straight with the PW men trying to keep the water going out. I met with many very upset homeowners that just could not understand why we could not do nothing. I was threatened and cursed at many times in that area! We were taken to court I believe by one homeowner that was very upset to say the least. Over my tenure I met with other engineers, county employees and elected officials along with 5 General Managers and numerous boards and guess what HERE WE GO AGAIN. I am not the budget guy or the money person but if we cannot recognize this as a serious problem then I don't know what to say. If it takes a referendum then I guess that's how you do it if there are other ways then people need to decide but to do NOTHING AGAIN is a terrible mistake. But if the people in charge decide there is no money then someone other then the PW people need to tell the Homeowners during the next storm. No way would I ever buy a home in that area or tell anyone who was looking to buy in that area to buy one. Dave W was correct in saying that for sure there are homes that were not built right also but if anyone has not seen that area in a bad rain event then they have NO room to speak. I want to make something very clear I have NO dog in this hunt. I have NO property there or do I have any ties there other then I care about the people I served for 6 years and the PW team that I help assemble. I also know a bunch of very nice people who love that community that would also vote yes if given the chance to fix this once in for all or vote it down and say we are not doing it! One way or the other settle it! I know there are some section 3 people on the Forum ask them. Kerry
