Thank you for the history lesson. Off the top of my head I can think of at least three times over the past 20 years OPA has conducted major engineering studies and come to the same conclusion. Unfortunately, OPA suffers from a lack of institutional memory.

A board many years ago had no problem attacking a drainage problem on our golf course costing well over the referendum trigger amount. They avoided that inconvenience by “phasing“ the work. That drainage problem was a direct result of a flawed turn over agreement with the developers of the Interlinks and shouldn’t have cost OPA a dime.
