Again  in these kinds of projects breaking new ground, the principle of due care is expected to be applied, in advance of installation .  Very few offshore wind projects are already in place producing power.     Seems wrong headed to wait until some problems or tragedies do occur before exercising due diligence to examine the pitfalls and to avoid mistakes.   Calling due care analysis mere speculation seems arbitrary & unwise planning.
